The METOO Congress Act
H.R. 4396, The Member and Employee Training and Oversight On Congress Act, or the ME TOO Congress Act, will require more transparency, overhaul the flawed complaint process, and provide better support for victims and whistleblowers. This bipartisan bill – introduced with Representatives Ryan Costello (R-PA), Ann McLane Kuster (D-NH), Bruce Poliquin (R-ME), Brian Fitzpatrick (R-PA), and Jamie Raskin (D-MD) – will require mandatory annual training for Members and staff, implement climate surveys to show the true scope of this problem, afford interns and fellows access to the same resources and protections as full-time staff, end forced mediation, and overhaul the process by which Congressional staffers report sexual harassment. Companion legislation has been introduced by Senator Kirsten Gillibrand (D-NY) in the U.S. Senate.
